JOB DETAILS

Reports to: Project Manager,

OVERVIEW

 

The role of the Team Leader is to manage and administer such personnel and resources as may be assigned to a particular team in the context of the contract between the Company  and its client such that the contracted service is provided safely, reliably, on budget and in accordance with policies, procedures and standards made known to the Team Leader.

 

The Team Leader supervises the performance of a team of personal security detail (“PSD”) in a hostile environment.  This requires the Team Leader to take full responsibility for the operational preparation, rotational staffing and leadership of a PSD team that may include Expatriate, Local National (“LN”) and Third Country National (“TCN”) personnel.

 

The Team Leader will have sufficient experience of command and control of security operations in remote and hostile environments to be able to achieve the mission, which is to fulfil the terms of the Company   contract with its Client. This will require complete responsibility for assigned personnel, equipment, for associated governance and for effective client liaison.

 

MISSION

 

To manage assigned Company personnel and assets in such way as the safety of accompanying Client personnel is assured consistent with the Company’s obligations to its Client.

 

KEY TASKS AND RESPONSIBILITIES

 

The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Project Manager.

 

1. Operational delivery

  • Task planning and preparation: with due regard for the character and level of threat conveyed by the most recent risk assessment.

  • Briefings: of assigned Company  and Client personnel prior to conducting tasks and whenever requested

  • Mission paperwork: producing and submitting such reports and returns as required.

  • Flap Sheet: Responsible for the production of the Flap Sheet prior to any task/mission.

  • Task delivery: managing the conduct of all phases of the assigned mission/task.

  • Incident management: in response to accident or incident including post-incident reports, recommendations and lessons learned.

  • Report writing: Drafting and submitting post mission, post incident and serious incident reports (SIR) in accordance with standard Company  A-8 and B-12 incident management procedures and within the allocated timeframes.

  • Discipline: the performance of assigned personnel to prescribed standards and reporting of poor performance or misdemeanour to the Project Manager.

  • Personal Protection Drills: requiring that Personal Protection Officers (“PPO”) perform tactical drills in accordance with Standard Operating Procedures (“SOP”).

  • Operational Liaison: communicating with and providing interface between the Company   operations managers, clients, and local government agencies as required.

  • Law enforcement liaison: with such police, military and other agencies as the team may encounter at the tactical level, ensuring at all times and under all circumstances, that due courtesy is afforded them and effective and cooperative relations maintained.

  • Direct Implementation of Communications Plans: Responsible for implementing the communications plan and ensuring all team members are aware of the plan.

 

2. Client Relations

  • Client liaison: engaging routinely with Client, professionally, politely and appropriately.

  • Task briefing: prior to mission/task departure, covering route selection and timings.

  • Embarkation: ensuring that allocated PPOs conduct vehicle specific actions during the client brief and on the embarkation and disembarkation of acCompany ing Client personnel.

  • Contractual compliance: delivering a service consistent with the Company’s contract with the Client, identifying contractual non-compliance for immediate resolution and reporting deficiencies in service delivery to the Project Manager.

  • Scope of work (“SOW”): reporting to the Project Manager any Client requests for services outside the agreed SOW.

  • Manning sheets: their completion and submission, weekly and monthly, for sign off by the Client.

 

3. Asset Management

  • Vehicle maintenance: the conduct and record of First Parades & Routine Maintenance in conjunction with Fleet Manager.

  • Vehicle Documentation & MOI Compliance: ensuring vehicle documentation is compliant to relevant local standards before deployment on task; to ensure vehicles are not delayed on task.

  • Vehicle Equipment: ensuring vehicle equipment is maintained, serviceable and accounted for throughout period of deployment.

  • Weapons: ensuring their security, serviceability and daily maintenance while recording their presence and ensuring they are handled safely at all times.

  • Communications: ensuring their security, serviceability and daily maintenance while recording their presence.

  • Information: ensuring the security of Company   and client information, and the secure destruction of surplus paper and electronic data.

  • Ensure MOI Weapon Compliance: Responsible to ensure correct paperwork carried by teams whilst deployed.

 

4. Personnel

  • Manning: ensuring the Project Manager is informed of leavers, joiners and potential departures and any other relevant personnel information.

  • Leave: managing the Expatriate, LN and TCN leave plot to ensure full service delivery.

  • Records: maintaining training records in accordance with Company   and project requirements.

  • Discipline: ensuring that poor performance and ill-discipline are dealt with promptly and in accordance with the disciplinary procedures contained within C-4-B Company   Code of Conduct (for Field Operatives).

  • Harmony: addressing issues in a humane, fair and transparent manner leaving no friction unattended to nor any issue unresolved, or reporting these to the Project Manager for his/her assistance in their resolution.

 

5. Training

  • Compliance: absolute familiarity with the Company Standard Operating Procedures (“SOP”), and the legal / operational parameters in which the team operates.

  • Team Training: ensures PPOs receive regular training and maintains currency in Tactics Techniques Procedures (“TTP”), Actions On (Response to Incidents) and project specific training.

  • Individual Training: ensures that assigned personnel receive the training mandated by the relevant Training Manager.

  • Mentoring: training and encouraging Local Nationals to reach the highest standards of individual skill and team work as part of a Company -wide initiative to advance nationalisation.

  • Weapons: ensuring that PPOs are proficient with their weapons and intimately conversation with Rules for Use of Force.

  • Communications: ensuring assigned personnel can operate and maintain communications systems.

  • Transportation: ensuring assigned personnel are proficient in the use and maintenance of their vehicles and conversant with road safety standards and applicable law; at all times to ensure that vehicles are operated in accordance with the Company policies and procedures.

6. Governance

Compliance with health & safety standards consistent with the requirement for assigned personnel to follow such procedures and regulations as may be laid down by the Company  , its Client or the host state including;

 

  • Vehicle inspections, training and use

  • Firearms inspections, training and use

  • Fire response drills

  • Personal and Catering hygiene

  • Company  Life Saving Rules

  • Prohibition of the abuse of alcohol and narcotics or intoxicating substances in accordance     with the Company C-5 Alcohol and Drug Policy.

 

Compliance with Rules for Use of Force (RUF) and the laws of armed conflict consistent with the requirement for personnel to be intimately familiar with procedures and regulations laid down by Olive in conjunction with the client, host state or international laws including the principles of;

 

  • Graduated and proportional force response (GFR) after warnings

  • Last resort

  • Right to self-defence

 

Compliance with rules and requirements laid down by the Company  , its Client, host state or international laws including the principles of:

 

  • The Company   D-1 Anti-bribery & Corruption Policy requiring rejection of the offer of or acceptance of any favour or any financial or material inducement intended to influence a business decision or official action.

 

  • The International Code of Conduct for Private Security Service Providers, 2010 (ICoC) and associated standards to which the Company   subscribes;

 

  • The Company  Quality Management System (“QMS”), the Company  mechanism for setting down its standard approach to business through documented policy and procedure, approved by Senior Management and administered by the Standards Officer and Quality Assurance & Compliance Manager.

 

  • ANSI/ASIS PSC.1, the American standard against which the Company’s Quality Management System is measured annually by third-party assessors.

 

  • The Company C-4-B Code of Conduct that lays out key compliance criteria for personnel during their service with the Company   and the active promotion of best practice in respect of the following processes;

 

    • Disciplinary Action

    • Appeals and Grievance

    • Whistle-blowing

 

7. Finance

  • Float: managing and accounting for the team cash float.

  • Expenditure: accounting for cash use and the retention and subsequent submission of receipts.

  • Personnel Report: submitting the report in the required format and timeframe.

  • Pay (LN): managing and recording LN payroll.

 

ESSENTIAL CAPABILITIES & SKILLS:

  • Ability to draft detailed and accurate reports.

  • Ability to articulate facts in a timely and accurate manner both orally and in writing.

  • Proven command, control and operational experience in a challenging or high risk environment.

  • Demonstrable balance with a calm demeanor in response to accident and hostile incident.

  • Ability to liaise and interact with Host Nation Security and Law Enforcement agencies.

  • Demonstrable initiative and maintenance of accuracy in high pressure situations.

  • Ability to identify and react rapidly to security significance issues encountered.

  • Understanding of the cultural and diversity issues within a team and promotion of harmony.

 

KEY COMPETENCIES:

  • Competency in Information Technology and ability to operate MS Word, Excel and PowerPoint.

  • Formal training in the communication systems in operation within the team.

  • Fully aware of the Company’s obligations under its Quality Management System including  all Project specific SOPs, Company Policy and directives and Host Nation Laws.

  • Possessing an experienced based knowledge of training procedures in order to maintain the operational effectiveness and compliance of his team.

 

QUALIFICATION:

    • Minimum of 5 years’ service in a regular army, reaching a minimum rank of section commander and with at least 2 years in that position.

    • Satisfactory completion of a recognised Close Protection course

    • Completion of a recognised medical or first aid course (FREC / FPOS-I or equivalent)

    • Satisfactory completion of a criminal record check within the recent 12 months

    • Previous operational experience relevant to the region

    • Previous operational experience in a high threat environment

    • Previous operational experience in the Client’s sector (e.g. Oil & Gas) is preferred.

 

PERSONAL FITNESS:

    • Completion of a Medical (self) Declaration and Medical Examination is required, which must show current or pre-existing conditions that might cause personal accident insurers to refuse cover or reject claims under the Personal Accident or Emergency Repatriation policies.

  • Service with the Company involves demanding work in high temperatures and remote locations and will include wearing of Personal Protection Equipment and some heavy lifting which may include the lifting and carriage of an injured colleague.  Running and rapid physical motion may be required for personal safety. Personnel will be required to use a weapon, and to hear and respond to verbal instructions and at times may be exposed to loud noises. Equipment typically carried all day every day amounts to approximately 16kg.
